Local Rules

One City, Three County Septic Programs

Appleton is the Outagamie County seat, but parts of the city extend into Calumet and Winnebago counties (Wisconsin DHS, multi-county municipalities). Septic permits and maintenance tracking are run by counties, not cities, so the office that sends your notice depends on which side of the line your parcel sits:

  • Outagamie County (most of Appleton): Development & Land Services administers the county's sanitary system rules and issues sanitary permits (Outagamie County Land Use, Zoning, and Sanitary). Counties mail maintenance notices (Wisconsin DSPS), and the licensed company that does the work can report it to the county for you within 30 days (SPS 383.55).
  • Calumet County (a smaller portion): Planning, Zoning & Land Information keeps pumping and maintenance records online through Ascent Permit Management, where you can look up your system's history (Calumet County Sanitation).
  • Winnebago County (a smaller portion): that county's program is the one our Menasha page covers.

Our Appleton septic services work the same in all three, because the state minimum is identical on either side of a county line: the system is inspected no less than once every three years (Wisconsin DSPS), and the tank is pumped once solids fill a third of it (SPS 383.54).

Pumping

Appleton Septic Pumping, County by County

Most of the Appleton septic pumping we do is on the city's edges, and the county your parcel sits in shapes the schedule. On the small Winnebago County side, the three-year visit the county asks for is itself a pump-out (Winnebago County). On the Calumet side, you can look up your last pump-out date in the county's Ascent records before you book. On the Outagamie side, the sludge and scum readings from each visit set the date of the next pump-out. Whichever county it is, we measure the tank before emptying it and see to the filter and baffles while the lid is off; our septic tank pumping page walks through the steps.

Local Context

Appleton's Sewer Edges

Not every sewered Appleton address is on a city-run line. Around Darboy, the Darboy Joint Sanitary District No. 1 takes in the built-up parts of the Town of Buchanan and the Village of Harrison, plus part of Kimberly and part of the City of Appleton (Darboy Sanitary District). A parcel that never connected to any of these sewers has its septic file at the county, not City Hall. On the Outagamie side, new sanitary permit applications are filed online in the county's CityView system by a licensed plumbing contractor rather than by the owner (Outagamie County Land Use, Zoning, and Sanitary). So our Appleton septic services start by confirming which county has your records and what permit is on file.

Where We Work Around Appleton

Most homes inside Appleton's older neighbourhoods are on city sewer. Our Appleton septic services mostly go to the outskirts, and to the neighbouring towns that sewer hasn't reached. We cover the commercial strip and rural parcels in neighbouring Grand Chute, the village edges of Kimberly, and east along the river to Kaukauna.

Warning Signs

Signs You Need Service Now

  • Drains slow down across the house, not just one fixture.
  • Gurgling in pipes when the washer drains.
  • Sewage smell near the tank or in the basement.
  • Wet, spongy or unusually green ground over the drain field or mound.
  • The high-water alarm on a mound or holding tank keeps sounding.

Any of these can mean a full tank, a failed pump or a blocked filter. Call (920) 241-6573.

FAQ

Appleton Septic Services FAQ

Which county do I report my Appleton septic system to?

The county your parcel is in. Most of Appleton is in Outagamie County, with smaller portions in Calumet and Winnebago. Your property tax bill lists the county. We file with whichever applies.

I can't find my county notice. Am I still due?

Possibly. The three-year inspection applies whether or not the letter reached you. Call Outagamie County, or check Calumet's online Ascent records if you're on that side.

Who is allowed to inspect my system?

Wisconsin limits POWTS inspections to people it licenses, certifies or registers for the work; our POWTS inspections page names them. We're licensed to inspect POWTS in Wisconsin.

Do you work on commercial systems?

Yes, for businesses in and around Appleton that run on a private system. Tell us the tank size and how a truck gets to it when you get in touch.

What changes the cost of a visit?

Mostly the tank itself: its size, how many compartments it has, how deep the lids are buried and whether a pump chamber needs pumping too. Repairs depend on what we find once the tank is open.
